RESOLUTIONS

 

 

 

RESOLUTION ADOPTING LOCAL LAW TO MINIMIZE AND PREVENT DANGEROUS INTERACTIONS BETWEEN HUMANS AND BEARS

 

WHEREAS, the Town Board of the Town of Woodstock (the “Town Board”) duly scheduled and held a public hearing on Local Law entitled “A Local Law Creating Article III of Chapter 14 of the Town of Woodstock Code to Minimize and Prevent Dangerous Interactions Between Humans and Bears” (the “Proposed Local Law”), on July 7, 2026 at 7:00 p.m. at Woodstock Town Hall, 76 Tinker Street, Woodstock, New York; and

 

WHEREAS, notice of said public hearing was duly published and posted in accordance with Section 20(5) of the Municipal Home Rule Law; and

 

WHEREAS, the Town Board has considered the Proposed Local Law and the public comments received at and in connection with the public hearing; and

 

WHEREAS, the Proposed Local Law constitutes an Unlisted action pursuant to 6 NYCRR § 617.2(al); and

 

WHEREAS, the Town Board is the only involved agency for purposes of this action and hereby assumes lead agency status; and

 

WHEREAS, the Town Board has caused to be prepared a Short Environmental Assessment Form (“Short EAF”) for the Proposed Local Law, a copy of which is on file in the office of the Town Clerk; and

 

WHEREAS, the Town Board has reviewed and considered the Short EAF and all other information before it with respect to the potential environmental impacts of the Proposed Local Law; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Town Board finds that the Proposed Local Law is a purely regulatory measure involving no physical disturbance of land, no construction or site alteration, no increase in stormwater discharge, and no adverse impact on any environmental resource; and be it further

 

RESOLVED, that the Town Board further finds that the Proposed Local Law is reasonably anticipated to have a beneficial effect on the environment and the health and safety of Town residents and wildlife by reducing human-bear conflicts through the prohibition of intentional bear feeding and the requirement to mitigate incidental bear attractants; and be it further

 

RESOLVED, that the Town Board determines that the Proposed Local Law will not have a significant adverse effect on the environment; and be it further

 

RESOLVED, that the Town Board of the Town of Woodstock hereby issues a Negative Declaration pursuant to SEQRA and 6 NYCRR Part 617, finding that Local Law No. _____ of the Year 2026 will not have a significant adverse effect on the environment, and directs the Town Clerk to file the Negative Declaration in accordance with 6 NYCRR § 617.12; and be it further

 

RESOLVED, that the Town Board of the Town of Woodstock hereby adopts Local Law entitled “A Local Law Creating Article III of Chapter 14 of the Town of Woodstock Code to Minimize and Prevent Dangerous Interactions Between Humans and Bears,” a copy of which is annexed hereto and made a part of this Resolution; and be it further

 

RESOLVED, that the Town Clerk is hereby directed to file the aforesaid Local Law with the Secretary of State of the State of New York in accordance with Section 27 of the Municipal Home Rule Law, and to take such other steps as may be necessary to effect the filing and publication of this Local Law.

 

 

 

RESOLUTION ACCEPTING RESIGNATION OF PART-TIME POLICE DISPATCHER

 

BE IT RESOLVED, to accept the resignation of Tammy-Lynn M. Anderson as a part-time police dispatcher effective June 26, 2026, and

 

BE IT FURTHER RESOLVED, to thank Tammy-Lynn for her service to the Town of Woodstock.

RESOLUTION ACCEPTING RESIGNATION OF PART-TIME TYPIST

 

BE IT RESOLVED, to accept the resignation of Brianna Schmidt as a part-time typist effective June 28, 2026, and

 

BE IT FURTHER RESOLVED, to thank Brianna for her service to the Town of Woodstock.

 

 

RESOLUTION AUTHORIZING THE TOWN SUPERVISOR AND THE ASHOKAN WATERSHED STREAM MANAGEMENT PROGRAM TO SOLICIT REQUEST FOR PROPOSALS FOR A LOCAL FLOOD ANALYSIS PROJECT IN THE HAMLET OF WILLOW

 

WHEREAS, the Town of Woodstock has identified the need to better understand flood hazards and potential mitigation opportunities within the hamlet of Willow; and

 

WHEREAS, funding has been awarded to the Town of Woodstock for the completion of a Local Flood Analysis (LFA) project, with funding administration and coordination provided through Cornell Cooperative Extension of Ulster County (CCEUC) on behalf of the Ashokan Watershed Stream Management Program (AWSMP); and

 

WHEREAS, the project will be conducted under the guidance of the Woodstock Flood Advisory Committee (FAC) and will consist of two phases: (i) Phase I – Engineering Analysis, and (ii) Phase II – Feasibility Analysis and preparation of a Final Report; and

 

WHEREAS, the Town Board wishes to authorize the solicitation of proposals from qualified firms to perform the services described in the Request for Proposals (RFP);

 

NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Woodstock hereby authorizes the Town Supervisor, in coordination with the Ashokan Watershed Stream Management Program and Cornell Cooperative Extension of Ulster County, to prepare, issue, advertise, and solicit Requests for Proposals from qualified firms to conduct the Local Flood Analysis project for the hamlet of Willow; and

 

BE IT FURTHER RESOLVED, that the Town Supervisor is authorized to take all administrative actions necessary to carry out the solicitation process, including coordinating with AWSMP, CCEUC, and the Woodstock Flood Advisory Committee regarding the development, distribution, and evaluation of proposals; and

 

BE IT FURTHER RESOLVED, that any contract award resulting from the RFP process shall be subject to subsequent approval by the Town Board and compliance with all applicable procurement requirements.

 

 

 

 

 

 

 

 

 

 

 

 

RESOLUTION REQUIRING DOCUMENTATION FOR THE SUMMER CAMP STAFF AND BUDGET

 

WHEREAS, the Town Clerk’s office has historically managed the hiring, administration, and expenditures of the Town of Woodstock’s summer camp, albeit without formal authorization; and

 

WHEREAS, the Town Clerk’s office has hired an unknown number of temporary employees without Town Board authorization, and has provided no financial documentation to the Town’s budget officer (the Town Supervisor); and

 

WHEREAS, the director of the Youth Center is programmatically aligned with the goals of the summer camp.

 

NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Woodstock directs the Town Clerk’s office to provide to the Town Supervisor a budget for the camp that reflects expenses and revenues relating to camp activities including, without limitation, registration fees, grants, donations, and other income and expenses for personnel, equipment, utilities, and any other camp expenditures, which the Town Board intends to compare to the adopted budget for 2026 (see Appendix for complete list of required details); and

 

BE IT FURTHER RESOLVED, that the Town Board further requires the Town Clerk to provide the Town Board a list of all temporary camp employees; and

 

BE IT FURTHER RESOLVED, that if the required information is not received by the office of the Town Supervisor by Friday, July 10 at noon, the Town Board will transfer the administration of the summer camp to the director of the Youth Center.

Provide a complete accounting of all Summer Recreation revenues, donations, sponsorships, contributions, and other funds received for the program, including:

  • Donor/Organization Name
  • Child Name
  • Amount Received
  • Purpose or Restriction of Donation (if applicable)
  • Deposit Date
  • Account into Which Funds Were Deposited
  • Beginning Balance
  • Remaining Balance After Each Transaction

In addition, provide:

  • Total number of children enrolled in the program
  • Number of children receiving scholarships, fee waivers, or donated assistance
  • Amount expended per child from donated funds, where applicable
  • Identification of any donations or revenues that have not yet been spent and their intended use
