RESOLUTION AUTHORIZING PAYMENT OF VOUCHERS

 

BE IT RESOLVED, to authorize payment of vouchers in the amount of $239,240.11.

 

 

 

 

 

RESOLUTION ESTABLISHING ONE YEAR TERMS FOR MEMBERS OF THE TREE COMMITTEE

WHEREAS, the Town Board previously established a Tree Committee to advise the Town on matters related to tree stewardship, conservation, planning, and community education; and

 

WHEREAS, the Town Board desires to set clear and consistent term lengths for all members serving on the Tree Committee; and

 

WHEREAS, establishing defined terms will promote transparency, broaden opportunities for community participation, and ensure regular review of committee membership and responsibilities;

 

NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby establishes that all appointed members of the Tree Committee shall serve one‑year terms; and

 

BE IT FURTHER RESOLVED, that members may be reappointed for additional terms at the discretion of the Town Board; and

 

BE IT FURTHER RESOLVED, that this resolution shall take effect immediately upon its adoption and all members terms will expire on December 31, 2026.

 

 

 

 

RESOLUTION ACCEPTING HIGHWAY RESIGNATIONS

BE IT RESOLVED, to accept the resignations of Highway Superintendent Donald Allen and  of Carson D. Hotlaing from the Highway Department effective March 27, 2026, and be it further resolved to thank Don Allen and Carson for their service to the Town of Woodstock.

 

 

 

 

 

RESOLUTION AMENDING RESOLUTION 61-2026

WHEREAS, the minutes of the meeting held on January 20, 2026, were previously approved; and

WHEREAS, it has come to the attention of the Board that the approved minutes contained information that requires amendment to accurately reflect the actions taken at that meeting;

NOW, THEREFORE, BE IT RESOLVED, that the minutes of the meeting dated January 20, 2026, are hereby amended as shown in Attachment A:

BE IT FURTHER RESOLVED, that the amended minutes shall be entered into the official records of the organization and shall replace the corresponding portions of the previously approved minutes.

 

 

RESOLUTION APPOINTING VEHICLE AND TRAFFIC PROSECUTOR

 

BE IT RESOLVED, that the Town Board appoint Attorney Michael Resnick as Vehicle and Traffic Prosecutor to the Court, effective immediately and ending December 31, 2026.

 

 

 

 

 

 

RESOLUTION APPOINTING SPECIAL PROSECUTOR

 

BE IT RESOLVED, that the Town Board appoint Attorney Kerri Leslie Yamashita as Special Prosecutor to the Court, effective immediately and ending December 31, 2026.

 

 

 

 

 

 

 

 

RESOLUTION APPOINTING ZONING BOARD OF APPEALS ALTERNATE MEMBER

RESOLUTION AUTHORIZING TRANSFER FROM THE CODES UPDATE RESERVE TO THE GENERAL FUND

BE IT RESOLVED, that the Town Board authorizes the transfer of up to $5,100.00 from the Codes Update Reserve (A0240.02600) to the 2026 Budget, line A1460.40000, to fund a code upgrade pursuant to the attached invoice; and

 

WHEREAS, the transfer of funds from the Codes Update Reserve (A0240.02600) is subject to permissive referendum in accordance with Article 7 of New York State Town Law;

 

BE IT FURTHER RESOLVED, that the Town Clerk is hereby directed to publish the following notice in the official newspaper of the Town:

RESOLUTION PROMOTING EMPLOYEE TO GRADE 6

 

BE IT RESOLVED, that Anthony Marciano is hereby promoted to Grade 6, effective February 24, 2026 with the corresponding compensation, responsibilities, and privileges associated with this grade level.

 

BE IT FURTHER RESOLVED, that the relevant departments including HR, Payroll, and the employee’s direct supervisor, shall take all necessary steps to update all records to reflect his new grade and an hourly rate of $35.90.

 

 

 

 

 

RESOLUTION – WATER SEWER FEE

WHEREAS, it was determined by the Water/Sewer Superintendent that the water at 48 Tannery Brook Rd, Account 629/677, did not enter the wastewater collection system, but rather into the ground

 

THEREFORE BE IT RESOLVED, to charge for sewer the average amount charged in the previous four quarters and credit the remaining sewer charges to the account sewer portion of the subsequent billings, and

 

BE IT FURTHER RESOLVED, to charge the full amount for the water usage.

 

 

RESOLUTION CREATING A NEW POSITION IN THE YOUTH RECREATION DEPARTMENT

 

BE IT RESOLVED, that the Town hereby creates the position of Recreation Director, to work 35 hours per week, classified as Grade 5, at a rate of $31.62 per hour, and to report directly to the Town Supervisor.

 

 

 

 

RESOLUTION APPOINTING INTERIM HIGHWAY SUPERINTENDENTS

 

BE IT RESOLVED, to appoint Heather Eighmey and Cody Chase as Interim Highway Superintendents effective March 28, 2026, and

 

BE IT FURTHER RESOLVED, to provide both employees with a temporary stipend of $320 per person per paycheck through December 31, 2026.

Presentation: Emergency Alert System research presented by Councilmember Osmond. 

Motioned to discuss by Supervisor Courtis, Seconded by Councilmember Earls Summer Recreation program. Task force for summer recreation. 

Announcements from the Supervisor:

  • Next Tuesday at the Community Center will be a DOT & Complete Streets presentation at 6:00 pm regarding the project on Route 212.

 

  • The police department will be accredited and there is now a female locker room.

 

Public Be Heard:

  • Rebecca Turmo: Town businesses have concerns regarding the Complete Streets project and how it will impact them 
  • Linda Lover: On behalf of Woodstockers United for Change, spoke to continuing concerns for the water contamination issue and the lack of remediation
  • Vince Mow: on behalf of Woodstockers United for Change, gave guidance on “Next steps” including following town law.
  • Urana Kinlen: Questions regarding agenda, Summer camp enrollment, following comprehensive plan 
  • Jillian Urrutia: Town summer camp safety concerns and qualifications
  • Rebekah Brooks: reminder of community meeting on March 24, 2026 regarding the NYS DOT Project on Route 212, having it broadcast on Public TV

At 8:18 PM, Supervisor Courtis moved to adjourn the meeting, seconded by Councilmember Ricci. All voted aye.
